HOW AN INDIVIDUAL OR NON-TOWN ENTITY CAN INITIATE AND OBTAIN APPROVAL FOR A CPA PROJECT (Town Boards and Departments use the capital project submission process)
CPA funds may be used for open space, recreation, historic preservation, or community housing. Projects are only eligible for CPA funding if they fit in a box with a green "Yes" in the chart below (chart adapted from "Recent Developments in Municipal Law", Massachusetts Department of Revenue, October 2012):
If you are unsure if your projects fits one of the allowed categories, contact the CPC Chair (Kosta Prentakis keprentakis@verizon.net 978-774-6802) for clarification.
STEP ONE
Obtain the support of the appropriate town entity:
For an open space project – Conservation Commission
For a recreation project – Recreation Commission
For a historic preservation project – Historical Commission
For a community housing project – Affordable Housing Trust or Housing Authority
STEP TWO
Obtain cost estimates for the project. Consult with Town Administrator’s office on how to proceed with obtaining estimates.
STEP THREE
Submit project description and cost estimates to Town Administrator’s office by February 10 for inclusion in the capital discussion by the Select Board and Finance Committee and the agenda of the Community Preservation Committee.
